The new NHSScotland Consultant Frameworks, for the disciplines of Lead Advisor, Cost Advisor, Project Manager and CDM Advisor are now in place. These provide clients with accessible, professional, independent consultancy support and advice for the delivery of health and social care projects, as well as providing the right support to supplement in-house resources. The Supervisor and Healthcare Planner frameworks are currently in procurement and are programmed to be in place by the end of 2018. The existing frameworks for Supervisor and Healthcare Planner remain in place for NHSScotland Boards to use until then.

 Lead Advisor:

The role of the Lead Advisor is varied and is a key requirement of this framework to provide a single service covering a variety of different disciplines. The Lead Advisor role consists of seven primary disciplines:

  • Lead Advisor
  • Cost Advisor
  • Project Manager
  • Supervisor
  • Building Surveyor
  • Design Lead Architect and Masterplanning
  • Mechanical and Electrical Design Lead
  • Civil and Structural Engineer / Designer

These primary disciplines can also be supplemented with secondary disciplines, which can be initiated on a project by project basis.

Cost Advisor:

The Cost Advisor is essential in not only estimating the costs of construction but also in providing estimated figures for the future (lifecycle) costs the building will incur. The role of the Cost Advisor is to ensure that best value from the project is obtained by the client and that the optimum cost is achieved for the project. The Cost Advisor manages the cost of the project from the earliest stages of development to the final out-turn project cost.

Project Manager:

The Project Manager bridges the gap between the contractor, design team and client, ensuring that all team members are accountable and that everyone on the team understands and executes their role in line with the contract. Services provided by the Project Manager are varied and can include developing and managing project stakeholders, communication, risks, budget, conflicts and delivery.

Construction (Design and Management) (CDM) Advisor:

The role of the Construction Health and Safety / CDM Advisor is to provide support and advice with Health and Safety and the CDM 2015 Regulations relating to projects and commissions involving construction works. A CDM Advisor can be appointed to provide expertise and support to fully fulfil the client’s duties under the CDM 2015 Regulations

Supervisor:

The Supervisor is responsible for construction quality and ensuring that the facility is in accordance with the scope / design through regular inspections and testings.

Healthcare Planner:

The consultant Healthcare Planner provides an important role in supporting development of service strategies at national, regional and local levels, and providing clinical / evidence based input into asset development and in facilitating change management in services.
